The role

Contribute to the further development of Movisie

In recent years, Movisie has taken the necessary steps to remain a relevant and trusted knowledge institute. In 2025, the necessary further development of the organizational structure was addressed through the deployment of team leaders. Personnel responsibility is vested in the team leaders, while substantive direction is managed collaboratively. At the same time, Movisie is working on future-proof operations that align optimally with its social ambitions.

Movisie is seeking an Operations Team Leader due to an internal repositioning.

We are looking for a team leader who connects the human dimension to professional and result-oriented action. Someone who combines a people-oriented attitude with business acumen. You provide space and direction, ensure that objectives are realized, and can make decisions when the situation demands it.

You provide integral leadership to the Finance, HR, ICT, and Support Bureau teams and make an important contribution to the further professionalization of the organization. You are visibly present, stimulate collaboration, bring structure, and add professional business acumen where necessary. You are the team leader of four teams and the connecting link between operations and the substantive teams. As Operations Team Leader, you are a sparring partner to the director and are supported by a senior HR advisor regarding personnel issues.

You represent your teams during the team leaders' meeting, the management meeting, and you represent the Support Bureau during coordination with program leaders. Together with seven other team leaders, you are part of the management meeting and you report to the director.

The challenge

As a team leader, you play a key role in the further development of your teams. The most important goal is to properly facilitate the substantive teams so they can focus maximally on their primary tasks, and to ensure that the organization remains financially healthy. It is your task to ensure that people, processes, systems, and information provision align optimally. You bring cohesion between the different components within operations and ensure that the organization's support is not only reliable and efficient but also actively contributes to Movisie's objectives.

As Operations Team Leader, you help shape the further improvement of the financial administration, and together with the ICT team, you ensure that automation and information systems optimally facilitate the work processes and future-proof choices of Movisie.

Leadership and development

  • You are the team leader of approximately 22 professionals within Finance, HR, ICT, and the Support Bureau.

  • You guide employees in their development, performance, and employability.

  • You stimulate ownership, collaboration, and professional growth.

  • You create a work environment in which employees feel seen, heard, and valued.

  • You ensure that the staffing of programs and the individual deployment of colleagues within the Support Bureau is transparent through up-to-date capacity planning.

Strengthen, connect, and influence

  • You contribute to the further development and optimization of the supporting processes in the fields of finance, ICT, and HR.

  • You contribute to uniform and user-friendly financial processes and ICT applications. Specific areas of focus are:

    • Further development of supporting processes in the fields of finance and ICT. You have an eye for developments in the areas of digitalization, AI, information provision, and privacy.

    • Optimization of processes, strengthening of integrity, and efficiency improvement of the planning & control cycle.

    • You understand how work processes interact and have insight into the effects of system choices on daily work processes. 

    • More focus on structuring and unifying processes and result-based management.

  • You provide useful management information and adequate support to the organization.

  • You monitor the cohesion between processes, systems, and organizational development.

  • You represent your teams during periodic meetings with the director, during the team leaders' meeting, and the management meeting.

  • You create connections between supporting teams and substantive teams.

What do you bring?

We are looking for an experienced leader with a solid business administration foundation and demonstrable experience in operations, with an emphasis on finance and ICT.

You understand that leadership within a knowledge organization requires more than just hierarchical direction. You are able to bring professionals along through substance, trust, and persuasiveness.

You bring professional business acumen to an environment where engagement, social passion, and substantive expertise are central. You know when to give space, when to connect, and when to make a decision.

In addition, you possess:

  • academic level of work and thought, for example in business administration, public administration, or economics;

  • at least five years of experience with financial operations and business management issues;

  • experience in leading professionals;

  • knowledge of business processes in the areas of finance, ICT/IT, HR, and project support;

  • or rather, you are able to set realistic priorities within the course of Movisie and its strategic goals. In doing so, it is natural for you to work in a planned and structured manner;

  • experience with organizational development and change processes;

  • strong communication skills, decisive, proactive, and you possess persuasiveness.

Movisie is located in Utrecht and is the national knowledge institute for a coherent approach to social issues. With approximately 140 professionals, Movisie develops, enriches, and disseminates knowledge about what works in the social domain. What does Movisie offer?

  • A meaningful management position within an organization with social impact.

  • An employment of 32 hours per week, of which you will work at least two days per week at the office in Utrecht.

  • A salary of up to € 7,972 gross per month based on a full-time employment of 36 hours (scale 12 CAO Sociaal Werk) plus an additional individual choice budget of 17%.

  • Career budget of 1.5%.

  • A good pension scheme via PFZW.

  • A hybrid working environment with Utrecht as the base.

Selection procedure

After an initial selection, interested candidates will be invited for an interview at Berenschot in week 39 and 40. Based on this, Berenschot will nominate candidates for Movisie. Selected candidates will be invited for an interview with Movisie in week 42 (October 12 or 13), and the 2nd round of interviews will take place on October 19. An assessment may be part of the procedure.
