Completed university (WO) degree in business economics, accountancy, or finance & control.
At least 5 years of relevant experience in business control, financial control, or planning & control within the last 8 years.
At least 2 years of experience with strategic financial advising to management or boards within the last 5 years.
Demonstrable experience with process improvement, internal control, and the improvement of management information.
Experience with coordinating, supervising, or functionally managing professionals.
Experience with planning & control within a cash-based accounting system.
Excellent knowledge of financial processes, planning & control, and accounting.

We are looking for an experienced Senior Business Controller for the PBL Netherlands Environmental Assessment Agency (PBL), part of the Ministry of Infrastructure and Water Management. PBL provides independent and scientifically substantiated knowledge and analyses on, among other things, the environment, nature, and spatial development. The Finance team is part of the Operations, Personnel, and Organization (BPO) staff office, a multidisciplinary team working towards professional and future-proof business operations.
In this assignment, you will be the key financial sparring partner for management and the organization. You will connect financial insights to strategic issues, identify risks, and translate developments into concrete advice and courses of action. In doing so, you will combine strategic insight with a hands-on approach and actively contribute to the further professionalization of the finance function.
Advising management on financial and business issues.
Translating financial developments into scenarios, risk analyses, and concrete advice.
Being responsible for the planning and control cycle, including budgets, management reports, and accountability.
Preparing and improving reliable management information.
Identifying bottlenecks within financial processes and making proposals for improvement.
Initiating and implementing improvements in the areas of process design and internal control.
Acting as a sparring partner for management and colleagues within the organization.
Ensuring financial control and providing support for strategic decision-making.
