At least 5 years of experience in an advisory role within a complex (semi-)public organization.
Experience with strategic advising regarding complex issues.
Strong analytical skills and experience with interpreting data, forecasts, and capacity issues.

We are looking for a Strategic Capacity Advisor for the COA. In this role, you will work within a program responsible for complex capacity issues in a political-administrative environment. The assignment involves supporting the management in creating overview, coherence, and evidence-based decision-making regarding capacity tasks.
You fulfill a connecting role between information, processes, and stakeholders. In doing so, you ensure that relevant information about capacity issues is available in a timely manner and is translated into useful advice, analyses, and administrative products. You operate in a dynamic environment with great social impact, where political sensitivity and operational urgency converge.
Collecting, structuring, and analyzing information about complex capacity issues.
Drafting strategic advice, administrative notes, analyses, and other decision-making documents.
Supporting the management with capacity and housing issues.
Connecting internal and external stakeholders and promoting alignment between involved parties.
Identifying and analyzing national, regional, and local developments that influence the capacity task.
Translating complex information into concrete perspectives for action for management and administration
Strategically and analytically strong.
Stakeholder management
Organizationally skilled and operationally decisive.
Environmentally sensitive and administratively aware.
