What you'll do

You work together with colleagues and the client for organizations that need to build something new, that need to change radically, or that have become stuck in their development.

For example, an executive agency receives a new task and must determine how that task is integrated. A ministry sets up a new directorate. A management team wants to direct and prioritize differently. Organizational components need to collaborate better, but existing responsibilities and working methods are in the way.

You quickly figure out what is going on, distinguish between main and secondary issues, and bring different perspectives together. This can concern structure and organizational design, but just as well roles and responsibilities, work processes, or behavior.

The Netherlands faces major challenges, such as the future of agriculture and nature, a strong industry, youth care that works, and asylum and migration. Furthermore, in implementation, there is a need for services that are simpler and better aligned with what residents and entrepreneurs need. This requires ministries, executive agencies, and fellow governments that grow alongside their challenges, take on new tasks, work differently, make sharp choices, and collaborate across boundaries; all while fewer people will be available in various places in the coming years.

There is much to be gained there. Organizations are often still structured for the challenges present at the time they were created. Structures, agreements, and habits determine what people see as their responsibility, and thus also what falls through the cracks. If the challenge changes, the organization must change with it: sometimes by building a new component, and sometimes by distributing tasks differently or thoroughly transforming an existing organization. We look at the challenge and at the organization that must carry it, and ensure that those two fit together.

As an Organizational Fixer, you work on these changes. You have a good view of and interest in the inner workings of Dutch public administration and want to contribute, from the perspective of strategy and organizational change, to a government that can handle its challenges. You look at structure, direction, and collaboration, often at all three simultaneously. You think along about what needs to change and remain involved until it works in practice.

A few examples of assignments

  • A large executive agency is rapidly building a new organizational component of approximately 700 employees. We help to further structure the organization during that growth: from roles and responsibilities to direction and support. This way, we get the design working in practice.

  • The National Government wants to become simpler and more decisive, with better services and less regulatory pressure for residents and entrepreneurs. We help the Decisive Government task force organize and drive this change assignment across departments and executive agencies.

  • A province wants to work more in a challenge-oriented manner. We guide the management team and work with the organization on both the structure and the way of collaborating, so that over 1,000 employees can work better across organizational boundaries on societal challenges.

  • A part of the National Government wants to give data and AI a larger role in policy development. We investigate what this means for daily work, collaboration, and the way the organization is managed.

  • A directorate-general within the National Government wants to redesign its top structure. We help determine which design and distribution of responsibilities is needed and how the new top management can effectively direct one another.

In addition, you work on other issues for the Public Fixers team, for example regarding agriculture and nature, industrial policy, youth care, and asylum and migration. There is also room to participate in other Berenschot assignments, from giving training to research and evaluations.

These are your direct colleagues

You will join the Public Fixers within the Public Administration advisory group. Together with the client, we determine the course and help to achieve it in practice within joint teams. To do this, we have developed our own methodology. We work for ministries, executive agencies, provinces, municipalities, and other public organizations.

You usually work in teams directly with experienced consultants and have a lot of contact with the client. You are given the space to take responsibility and to take on more and more parts of an assignment.
