Requirements

What we're looking for

  • a completed HBO or WO degree, for example in business informatics or a similar field.
  • experience with functional management
  • the ability to understand complex operational processes;
  • strong analytical and communicative skills;
  • the ability to collaborate effectively with a wide group of stakeholders;
  • a proactive attitude and the willingness to take responsibility for the functioning of the entire chain;
  • a good command of the Dutch and English languages.

Nice to have

Knowledge of or experience with one or more of the following subjects is a plus:

  • electricity markets and market processes;
  • congestion management, GOPACS, or redispatch;
  • flexibility services and the cooperation between grid operators and market parties;
  • system operations or operational processes within a grid operator;
  • business-critical applications and 24/7 environments;
  • data exchange, interfaces, and chain integration;
  • Agile, Scrum, or DevOps methodologies;
  • data-driven processes and modern digital platforms.

You do not need to possess all the substantive knowledge of congestion management at the start. More importantly, you must be able to quickly master complex subject matter, dare to ask questions, and be motivated to develop within this domain.

The role

The Dutch electricity grid is under great pressure. The rapid growth of renewable energy, electrification of industry and mobility, and the increasing demand for transport capacity ensure that the grid is reaching its limits in more and more places. Congestion management is therefore essential to better utilize the available grid capacity while simultaneously ensuring the safety and reliability of the electricity system.

As a Functional Administrator Congestion Management, you ensure that the digital systems supporting these processes are reliable, manageable, and operationally deployable. You will work on solutions for GOPACS, redispatch, and other flexibility services, among other things. With this, you find yourself in the heart of a socially relevant and rapidly developing field in which grid management, market forces, operations, and IT converge.

This is no traditional administration role. You will work on business-critical applications and chains that contribute directly to managing congestion and keeping the Dutch electricity grid operating safely.

Congestion management is developing at a high pace. New market products, flexibility services, forms of cooperation between grid operators, and changing laws and regulations place increasingly high demands on the supporting processes and systems. Good digital support for these processes and systems is crucial. Market messages, bids, operational data, and decision-making must move through the entire chain in a timely, correct, and reliable manner.

As a Functional Administrator, you understand how these functional chains are interconnected. You ensure that applications align with the operational processes and needs of users. You analyze disruptions, guide changes and innovations, and help bring new functionality safely into operations.

What you'll do

In doing so, you are the connecting link between users, process specialists, process owners, market parties, development teams, architects, and suppliers. Together with your colleagues, you are responsible for the functional management and further development of applications within the congestion management domain. Your activities consist of, among other things:

  • managing and improving applications and functional chains that support congestion management;
  • supporting processes surrounding GOPACS, redispatch, and other flexibility services;
  • supporting users within Operate;
  • translating operational, functional, and market-related needs into clear requirements;
  • analyzing incidents, disruptions, and process deviations and translating these into structural improvements;
  • testing and validating releases, interfaces, process changes, and new functionalities;
  • guiding changes from design and realization to commissioning and structural management;
  • contributing to the implementation of new congestion management products and market mechanisms;
  • drafting and maintaining functional documentation and management agreements;
  • collaborating with product owners, process specialists, software developers, architects, suppliers, and other grid operators;
  • identifying opportunities to make processes more user-friendly, reliable, and efficient;
  • participating in joint team activities and, in the long term, in an on-call service

We are not looking for an administrator who only handles incidents and change requests. We are looking for a professional who wants to understand complex processes, takes ownership, and actively contributes to improvement and innovation.

Competencies

  • Managing Complexity: You maintain an overview and bring structure to complex issues and stakeholder environments.
  • Promoting Innovation: You identify opportunities for innovation and stimulate continuous improvement.
  • Optimizing Work Processes: You improve processes and working methods to increase quality and efficiency.

Therefore, for full-time employment, we offer you:

  • A salary in scale 7: €4211 to €7447 per month with 8% holiday allowance and a 6% year-end bonus.
  • A solid pension via ABP: we pay 70% of your premium.
  • 43 vacation days per year.
  • Hybrid working where possible, including travel, internet, and a home office allowance.
  • Support for your vitality, with a contribution towards a sports membership and health insurance, and our Always Energy program.
