Are you an experienced MEAT Coordinator and do you want to make an impact on complex tenders in Dutch infrastructure? At Strukton Infra Specials , you will take on a key role in developing winning MEAT and quality plans for tenders within rail, tunnels, hydraulic engineering, and civil infra.

In this role, you combine strategy, analysis, and persuasive copy. You translate client questions and award criteria into a narrative that scores maximum while remaining feasible for the project team. You work from Utrecht and hybrids, together with tender managers, project teams, and subject matter specialists.

As a MEAT specialist within our tender organization, you are responsible for:

• Analysis of tender documents, award criteria, and client requirements
• Setting up a distinctive tender and MEAT strategy aimed at maximum scoring
• Writing, editing, and structuring MEAT and quality plans (clear, client-oriented, and consistent)
• Coordinating input from multidisciplinary teams (tender, technical, project management)
• Ensuring cohesion, quality, feasibility, and “proof” in plans and measures
• Active contribution to knowledge sharing and continuous improvement of tender approaches and formats

SIS develops and realizes complex infra projects within, among others:

• Rail civil
• Tunnels & underground infrastructure
• Hydraulic engineering & water safety
• Renovation and replacement of structures

You are someone who brings structure, analyzes sharply, and can present a narrative convincingly. Furthermore:

• HBO/university working and thinking level (preferably technical or infra-related)
• At least 5 years of experience with MEAT/quality products within civil or infrastructural tenders
• Knowledge of UAV‑GC and modern contract/assessment systems
• Strong strategic and analytical skills
• Very good written skills and stakeholder management
• Proactive, client-oriented, and result-driven
