The role

The heat transition is one of the most complex challenges within climate policy. The development of heat networks is lagging behind, while laws and regulations are changing, public and private roles are shifting, and affordability for end users is under pressure. This requires sharp strategic choices, realistic implementation capacity, and administrative direction. The heat transition only succeeds if strategy, policy, and execution are in balance with one another. That means: realistic plans, robust governance, financeable business cases, and an eye for social justice.

As an advisor at Berenschot, you contribute to this balance - by combining sharp analyses with administrative tact and by converting plans into actionable solutions that actually get heat projects off the ground.

In short: you work on a systemic change with direct impact on municipalities, residents, and the climate - and ensure that ambitions are actually realized.

What you'll do

As a heat transition advisor, you work on complex and topical issues at the intersection of policy, market regulation, and execution. You support municipalities, ministries, and other public parties in shaping and securing their role in the heat transition. This includes, for example, the application and translation of the Collective Heat Act (Wcw) and the Municipal Heat Transition Instruments Act (Wgiw), the organization of public heat companies, and issues surrounding governance, affordability, and end-user costs. You analyze policy options, develop scenarios, and make it clear what choices mean for public interests, feasibility, and financial consequences. You know how to reduce complex subject matter to clear insights and concrete courses of action for administrators and boards.

Depending on the nature and scale of the project, you will either take the lead on a trajectory yourself or act as a strong substantive force within a larger team. You work at various administrative levels - from policy advisor to director and administrator - and move smoothly within a field of forces consisting of public and semi-public parties, including municipalities, the State, and heat companies. In addition to your substantive contribution, you think along about new propositions, contribute to tenders, and actively build your network in the heat field. In this way, you combine substantive depth with visibility and involvement in a domain that is rapidly evolving.
