·       demonstrable expertise in organization and change science;

·       extensive experience in guiding management and teams through change;

·       experience in translating advice into concrete interventions and execution;

·       excellent advisory, guidance, and communication skills;

Experience within a municipality, public organization, consultancy, and/or the social domain is a plus. Knowledge of Wmo and/or JGZ is also a plus.

The role

From change science advice to actual change. That is your mission. For two change challenges within the social domain of the Municipality of The Hague, we are looking for an experienced senior implementation manager who combines change science expertise with implementation power. Are you an experienced implementation manager who knows how to create movement in complex societal challenges? Can you connect change science insights to concrete results and do you possess the strength to ensure changes actually land in practice? Do you bring structure and progress, do you see patterns and have an eye for interests, do you get people moving and can you simultaneously strengthen the ownership of the line? Then you are the senior implementation manager we are looking for to support the Social Support Act (Wmo) and Youth Health Care (JGZ) teams within the Social Domain. There are two challenging assignments where organizational development, cultural change, and implementation go hand in hand; additionally, you will also be in the lead for a pilot that fits the two assignments.

What you'll do

As Senior Implementation Manager, you guide complex change processes from design to execution. You bring structure, direction, and progress to processes in which thinking has already been done, but where the actual implementation and safeguarding still need to take shape.

You work closely with clients, management teams, employees, and internal advisors. In doing so, you ensure that plans do not remain on paper, but are translated into concrete changes in working methods, processes, behavior, and collaboration.

What will you do?

You:

· brings direction, structure, tempo, and a hands-on mentality to the change and implementation processes;

· develops and guides implementation approaches that contribute to sustainable change;

· has strong change science skills and the ability to make behavior, culture, and leadership discussable;

· has proven implementation power: you know how to translate changes into concrete actions, results, and safeguarding;

· has experience with transition issues and guiding organizations through change;

· advises on risks, approach, and appropriate change interventions;

· stimulates awareness, dialogue, ownership, and collaboration;

· makes different perspectives and patterns visible and discussable;

· develops practical tools and working methods that support the change;

· monitors progress and results and adjusts where necessary.

In doing so, you know how to effectively switch between thinking and doing, providing direction and offering space, picking up tempo and reflecting.

In addition to the two change challenges, you are in the lead for the pilot regarding implementation and transition management, where this assignment provides the input for the Challenges & Development department. Based on your experiences within the two teams (WMO and JGZ), you will map out which expertise, roles, and capacity are needed to properly support such change challenges in the future. Your formal client for this part of your assignment is one of the managers of the Organizational Development team.

Who are we looking for?

You are a strong, independent, and result-oriented professional who can fathom and realize complex change challenges. You move easily between management and employees, create support, and are organizationally sensitive. You operate at the intersection of organizational development, change management, and implementation management.

You possess:

·       University level of work and thinking;
