The role

Veiligheidsregio Kennemerland (VRK) is committed to the safety and health of nine municipalities with approximately 1,400 employees. VRK includes, among others, the Fire Department, the GGD, Ambulance Care, Veilig Thuis, Crisis Management, and the Meldkamer Noord-Holland.

The P&O department is part of the Facilities Department and consists of approximately 25 employees. After more than ten years as a self-organizing team, VRK has chosen a new organizational structure, in which a large part of P&O is managed by a team leader. For this transition, VRK is looking for an experienced interim team leader and change leader who brings structure, calm, and direction. You will lead 19 employees, including P&O advisors, P&O staff, recruitment, a process advisor, and a functional administrator. You will work closely with the Facilities Department Manager, under whom the policy advisors and senior P&O advisors fall. Together, you will build a P&O department that delivers reliably and is seen by management as a professional, tactical-strategic partner.

What you'll do

  • Leading the team, including first-line personnel care, team development, prioritization, capacity, quality, and results

  • Advising on the structural design and future management of P&O, resulting in advice that is supported by the relevant stakeholders

  • Further designing and clarifying roles, responsibilities, mandates, and decision-making within P&O

  • Steering on behavior, collaboration, results, and accountability, while maintaining professional autonomy

  • Strengthening the cohesion between policy, senior advice, and the other P&O disciplines together with the Facilities Department Manager

  • Strengthening the connection between P&O and management

  • Drawing up an annual departmental plan that provides direction to priorities and collaboration

  • Exercising tactical control over AFAS and improving and unifying work processes
