The role

The energy transition demands smart, decisive professionals. Within the Offshore Business Development team, we work daily on the development of the future offshore network and the associated policy, so that the Netherlands can also rely on a reliable electricity grid tomorrow. The choices you contribute to will partly determine how the future energy infrastructure on the North Sea is developed. In doing so, you have a direct influence on the energy transition of the Netherlands. As an Offshore Development Specialist - PMO, will you contribute to this by working in close coordination with the wind sector and (potential) customers for an offshore connection?

How do you keep the Netherlands powered?

As an Offshore Development Specialist, you will work on issues that are decisive for the future design of the offshore energy system so that the Netherlands can continue to rely on reliable, affordable, and sustainable energy.

Within this role, you take responsibility for communication to market parties and (potential) customers for an offshore connection, and you provide direction to issues where no clear solution direction yet exists. You connect diverse fields, including political ambitions, grid planning, spatial processes, permitting, offshore technology, procurement, installation issues, nature inclusivity, and regulation. In doing so, you oversee the long-term impact of decisions and contribute to supported choices that further the offshore ambitions of TenneT.

You work intensively with a wide network of stakeholders, including the Ministry of EZK, Rijkswaterstaat, the Ministry of Infrastructure and Water Management, industry organizations such as NedZero and WindEurope, the North Sea Consultation (Noordzeeoverleg), NGOs such as Stichting De Noordzee, and international partnerships. Internally, you also work closely with various TenneT disciplines. In doing so, you play a visible role in the development of the future offshore energy infrastructure of the Netherlands.

You will join a team of 10 colleagues who actively collaborate, help each other, and share knowledge. There is plenty of room to exchange ideas, learn from one another, and arrive at better solutions together. Everyone brings their own perspective, and it is precisely that diversity that makes the team stronger.

What you'll do

  • You act as a trusted advisor for internal and external stakeholders and translate developments in policy, regulation, and the offshore market into concrete advice and solution directions, so that TenneT can respond in a timely manner to new opportunities, risks, and changing circumstances.
  • You develop and implement new solutions, processes, and working methods within Offshore Business Development, so that complex issues surrounding offshore development are tackled effectively and in a future-proof manner.
  • You build sustainable collaborations and create connections between diverse stakeholders, such as ministries, regulators, industry organizations, NGOs, international partners, and internal stakeholders, so that interests are aligned in a timely manner and decision-making is supported.
  • You analyze external trends, political developments, regulations, and market movements and translate these into scenarios and courses of action, so that TenneT, together with the ministries, can make well-founded choices for future offshore developments.
  • You develop supported positions, stakeholder strategies, and talking points and align these with relevant parties, so that TenneT can operate effectively in a dynamic and political-administrative environment.
  • You direct stakeholder management and decision-making, whereby you organize the coordination between involved parties, manage escalations, prioritize policy risks and opportunities, and translate complex issues into concrete advice and solution directions in close cooperation with subject matter experts.
  • You facilitate and support the entire stakeholder process by organizing consultations and meetings, monitoring action items, progress, and agreements, and ensuring careful file formation and documentation.
  • You guide colleagues based on your expertise, actively share knowledge within the team, and contribute to the further development of the field, so that quality, continuity, and collaboration are strengthened.

Competencies

Managing Complexity - You define complex issues clearly, even when information is incomplete or ambiguous, so that stakeholders can arrive at well-founded choices and decision-making is based on a good understanding of the challenges.

Quality of Decisions - You bring together information, experience, and diverse perspectives to arrive at well-founded choices and supported courses of action, so that demonstrable results are realized.

Promoting Innovation - You develop new solutions for complex or unprecedented issues and actively contribute to the further development of the field so that TenneT remains prepared for future developments within the offshore domain.

Organizational Awareness - You understand the dynamics of a political-administrative environment and know how to connect different interests, so that support is created for important choices.

Persuading - You know how to involve stakeholders at different levels in positions, scenarios, and recommendations, so that support is created for strategic choices.

Optimizing Work Processes - You see opportunities for improvement, provide structure, and ensure effective collaboration, so that processes and results continuously improve.

Ownership - You take responsibility for choices, actions, and results, make progress visible, and ensure the concrete realization of agreed objectives for stakeholders and the organization.

This role falls within the Business & Commercial Development Specialist job profile, so that it is clear for both you and TenneT which responsibilities, expectations, and growth opportunities belong to this position.
