We are looking for an experienced team manager for Area-Based Working on behalf of the municipality of Alkmaar. The organization is working on the further development of public service delivery and area-based working as an organization-wide methodology. In this assignment, you will play a key role in strengthening the position of public service delivery within the organization and designing the governance, vision, and organizational structure to be future-proof.

Additionally, you will lead the Area Management team and ensure a strong connection between administrative ambitions, societal challenges, and signals from neighborhoods, districts, and villages. You will contribute to an organization in which resident participation is structurally integrated into policy, execution, and decision-making.

• Developing and guiding the Public Service Delivery Vision 2035 and its translation into governance and organizational structure.

• Developing, implementing, and safeguarding area-based working as a municipality-wide methodology.

• Updating the vision on area-based working and translating it into direction, decision-making, and execution.

• Strengthening the collaboration and visibility of public service delivery, area teams, and area management.

• Ensuring that the launch and implementation of the resident initiatives platform proceeds smoothly.

• Advising management and the board on progress, risks, and strategic choices.

• Safeguarding participation within processes, commissioning, policymaking, and decision-making.

• Periodic administrative coordination with aldermen regarding area-based collaboration, participation, livability, resident initiatives, and village agendas.

• Implementing data-driven working, including the area monitor and a fixed area cycle.

• Maintaining administrative and internal collaborative relationships and acting as the official point of contact for the relevant portfolio holder.
