IT-project architect

At the province of Gelderland, more than 1,800 employees work together for a better and more beautiful Gelderland. The Information Provision and Automation department (I&A) provides the digital tools for the province so that these employees can always and everywhere use and process digital information in a secure manner. Changes in information provision are carried out on the basis of projects.

The architecture team of the I&A department consists of a lead architect, an enterprise architect, a software architect, and two technical project architects and works on the basis of the TOGAF methodology. The team is looking for a technical project architect to come and temporarily strengthen this team. The candidate will participate in projects in a framework-setting and testing role. We are looking for a candidate with a "hands-on mentality" who will also support us in managing and expanding our architecture repository and the policy portal.

Responsibilities

• Drafting, maintaining and applying the architecture, taking into account the requirements and wishes of our internal clients and in connection with external developments such as the generic digital infrastructure of the government.
• Participating in projects from a framework-setting and testing role and translating the business architecture into an application and technical architecture, aimed at the goals to be achieved in the project.
• Supporting the management and expansion of our architecture repository and policy portal.
• Analyzing, defining and specifying desired IT developments.
• Investigating and assessing alternative solution directions.
• Defining the architecture of new IT products.
• Assessing supplier proposals and advising on product choices.
• Drafting various architecture deliverables, such as a vision, definition document and building blocks, which show that the chosen solution meets the requirements from the project, the architecture frameworks (enterprise and reference architecture) and the operational guidelines.
• Ensuring support for the chosen solution with various stakeholders and defending the deliverables in the architecture board.
• Guiding project managers and suppliers during implementations of new products.
• Ensuring the manageability of new products and services.
• Responsible for complex IT products with functionalities that make an important contribution to the development and innovation of primary business processes.

External is deployable from 16 November 2020 up to and including 31 December 2021 for a minimum of 28 hours and a maximum of 36 hours per week. The assignment can optionally be extended by 6 times a period of 6 months. The start date is subject to a timely conclusion of the Tender procedure. This may also mean that the start date of the assignment will have to be pushed back. No rights can therefore be derived from the stated start date in the Request for Quotation.

1. You add a CV of a maximum of 5 A4 pages. If the CV (incl. figures, tables, cover page and table of contents) is longer than the permitted number of A4s, it will only be assessed for the permitted number of A4s, after which the remaining A4s will be excluded from the assessment. The CV is written in Dutch and preferably in PDF format. In the CV, a mention of the job title, start and end date (MONTH AND YEAR) of the activities and number of hours worked per week must be stated at all times. NB. The CV serves solely for the verification of the answers given to the requirements and wishes. Additionally, if applicable, you must fill in the answers/descriptions in the corresponding "explanation" field of the application for all requirements and quality award criteria. References to ONLY the CV and/or other documents in the explanation of the requirements and the quality award criteria WILL lead to exclusion. External has not been employed by the province of Gelderland in the past two years.

During the interview, the following personal competencies will be tested:

1. Listening skills (Listening, Summarizing and Probing): You pick up important information from oral communications. You probe well and respond to reactions.

2. Expressiveness: You are able to convey and receive messages in words, writing and/or non-verbally.

3. Analytical ability: You signal problems, recognize important information and establish connections between data. Furthermore, you track possible causes of problems and look for relevant data and you are able to distinguish between main and secondary matters from a multitude of information.

4. Collaboration (based on a hands-on mentality): You contribute to a collective result, even when the collaboration concerns a subject that is not of direct personal importance.

During the interview, external may present a document showing experience with designing and describing under architecture with ArchiMate.

The External is assessed per competency. If the External meets the competency, the External receives the points mentioned for it. For each competency, the following assessment options are used:

• Meets (almost) fully the competency - 10 points
• Meets competency sufficiently - 5 points
• Does not meet competency - 0 points

In total, there are four (4) competencies. The External can therefore score a maximum of 40 points on this question.
