The role
- Structural capacity shortages in the public sector: Managing increasing demand at ministries, executive organizations, and ZBOs/Agencies, among others, while up to 30% of the workforce is at risk of exiting due to demographic developments.
- Fast and high-quality matching of supply and demand: The efficient deployment of experienced professionals for short- to medium-term assignments, while maintaining quality, continuity, and client satisfaction.
- Operating within complex governance and contractual frameworks: Creating maximum value within existing framework contracts (such as the FAD framework), without room for new commercial propositions outside these structures.
- Building and managing a powerful ecosystem: Collaborating with KPMG’s Flex Workforce and external partners, where alignment, division of roles, and performance are crucial.
- Balance between people, process, and technology: The smart deployment of technology and AI for resource planning and process support, while the human factor remains central to delivery and client relationships.
- Phased scaling while maintaining quality: Allowing the delivery team to grow alongside market demand, with an eye for risk management, governance, onboarding, and sustainable integration within KPMG Advisory.
The Strategic Lead Workforce & Capability Services is responsible for initiating, setting up, and anchoring Capability Services within KPMG Advisory. This role is essential in the first phase of the program and forms the pivot between strategy, execution, and collaboration with internal and external partners.
What you'll do
- Building the core team: Assembling a small, focused team of experienced professionals with operational expertise. This team is responsible for matching supply and demand, expanding the delivery team, and ensuring quality and client satisfaction.
- Setting up the ecosystem: Working with existing partners within the umbrella contracts and ensuring effective collaboration with KPMG’s Flex Workforce. The ecosystem consists of internal KPMG teams and external parties, where the pioneer acts as the connecting factor.
- Implementation within existing contracts: All activities take place within the frameworks of existing framework agreements (such as FAD, IMOA, etc.). The focus lies on optimally utilizing existing contracts and networks to make an impact in the sector as quickly as possible.
- Stakeholder management: Intensive collaboration with public sector leadership, business development, and KPMG's Flex Workforce. Additionally, close coordination with the CST MT, the sector leader(s), and other involved partners.
- Process design and governance: Designing operational processes, monitoring quality and compliance, and ensuring professional onboarding of new team members. Governance, risk management, and monitoring agreed quality standards are important parts of the role.
- Phasing and growth: Guiding the phased growth of Capability Services. Starting with a small core team, after which the delivery team grows along with market demand. The pioneer monitors realistic and pragmatic growth, with an eye for quality and continuity.
- Innovation and knowledge sharing: Stimulating innovation, knowledge sharing, and collaboration within the team and the broader ecosystem. Technology and AI are deployed to support processes, but the human factor remains central.
