(Senior) Manager Public

• An HBO or WO degree.
• 8–10 years of experience in the public domain.
• Proven experience in delivering projects and programs at ZBOs or executive organizations.
• Experience as an advisor, project manager, program manager, or change manager.
• 3–5 years of experience with commercial responsibility as part of your work, for example with tenders, quotes, or expanding client relationships.
• A network within organizations such as DICTU, KVK, DUO, RVO, SVB, CJIB, RDW, or Kadaster.
• Experience with project and contract management.
• You see opportunities in legislation and regulations such as BIO2, ENSIA, and NIS2.
• Certifications such as PRINCE2, IPMA, and preferably PROSCI.
• You speak and write Dutch well.

• Experience with cloud or data programs in government.
• Knowledge of data, AI, chain management, or cybersecurity.
• Experience in multi‑vendor or international environments.

• A strategic role with visible impact on public services and societal issues.

• A permanent contract and a gross monthly salary between € 5,000,- and € 7,500,- based on full-time employment (40 hours per week);

About the role
This role revolves around substance, delivery, and collaboration. You switch between management, operations, and technology. You help clients with their digital ambitions and ensure that plans actually land. You bring people along, build trust, and maintain oversight.

You work on assignments at ZBOs (Special Purpose Agencies) and executive organizations. You help clients with digital transformation, often in an environment with many dependencies and interests. You do this as an advisor, project manager, program manager, or change manager, among other roles.

Your main tasks:

• You ensure the good delivery of projects and programs.
• You lead assignments and maintain oversight of planning, quality, and agreements.
• You work within clear frameworks such as BIO, ENSIA, and GIBIT/ARBIT.
• You manage contracts and suppliers in multi‑vendor situations.
• You build sustainable relationships with clients and act as a trusted advisor.
• You contribute to winning assignments, tenders, and framework contracts.
• You create solutions and quotes that match the client's needs.
• You help our Public team grow, both substantively and as a community.

So, you do not work solely on commerce. You work primarily on substance, relationships, and results. That is the core of this role.
