Governments face complex challenges that transcend organizational boundaries. Regional cooperation, intergovernmental programs, and public-private partnerships are therefore indispensable to our administrative system. As a (senior) managing consultant for cooperation in public administration, you will work as a project leader on strategic assignments for administrators and managers of municipalities, provinces, ministries, water boards, and collaborative associations. With your proven track record, network, and result-oriented approach, you will lead assignments with great societal impact. Clients see you as a strategic sparring partner who knows how to deepen and accelerate complex issues.

As a (senior) managing consultant for cooperation in public administration, you:

• identify the challenges of tomorrow regarding cooperation between layers of government

• advise administrators on issues surrounding municipal and regional implementation capacity

• bring the interests of parties together around a joint regional proposition or agenda

• translate strategic visions into concrete implementation and investment programs

• are able to organize appropriate governance within a complex context.

You will do this in multiple projects simultaneously, in various team compositions in which you hold a leading role.

As a managing consultant, you are one of our faces to the market and you utilize your own experience and network to acquire new assignments and develop propositions. You combine substantive expertise with commercial and process skills and know how to create support and sustainably strengthen cooperation.

Examples of projects include:

• Guidance for the creation of the Flevoland strategic agenda

• Research into administrative regional ecosystems (BREs)

• Evaluation of the Rotterdam-The Hague Metropolitan Region (MRDH)

• Drafting Regio Deal propositions and guidance towards a covenant

• Building blocks for the policy framework for decentralized government

You naturally do not do all this alone, but as part of the Public Administration advisory group. The motto of our advisory group is: 'We want to improve public administration. We put our shoulders to this with approximately one hundred driven consultants, specializing in areas such as public administration, law, political science, and digitalization.

You will join the 'Strategy, cooperation and organizational development in public administration' (SSO) team. About fifteen advisors work in that team. Every six weeks, we meet for half a day to exchange knowledge and work on the development of existing and new propositions. You enjoy contributing to the further development of this team, including through strong market engagement and coaching colleagues in projects.

In addition to hard work, there is also room for relaxation. For example, Berenschot has its own band and cabaret, many sporting activities are undertaken, and within the Public Administration advisory group and the SSO team, we regularly organize all kinds of activities, such as lectures by renowned speakers.

The ideal candidate for the position:

• Has at least 8 years of experience in public administration, of which a substantial part is in the field of regional cooperation.

• Has a strong administrative and top-level civil service network with proven experience in market engagement and acquisition.

• Is seen by administrators and top civil servants as a strategic sparring partner for complex cooperation issues.

• Is an experienced project leader and is used to keeping multiple balls in the air at once.

• Possesses a large dose of political-administrative sensitivity, strategic insight, and strong process skills.

• Has a university master's degree, preferably in public administration, political science, law, psychology, or economics.
