HSE Specialist | DSL-01

• You have a good command of the Dutch and English languages, both spoken and written.

• You have an MBO+/HBO education in Safety Science, Environmental Science, Engineering, Integral Safety Science, or a similar field.

• You have at least 5 years of experience within Health, Safety, Environment, or QHSES-related roles.

• You have experience in an industrial, chemical, manufacturing, energy, or other high-risk environment.

• You have a good understanding of occupational safety legislation, risk management, and compliance requirements.

• You have experience with ISO 9001, ISO 14001, ISO 45001 and/or Seveso/BRZO-related frameworks.

• You are familiar with risk-based working and continuous improvement.

• You have experience with RI&E processes and risk registers.

• You possess strong organizational skills and work accurately with documentation and systems.

• Certifications such as NEBOSH, HVK, MVK, or similar.

• Experience with chemical safety issues and REACH obligations.

• Experience with ISO certification processes and external audits.

• Experience within greenfield projects or large-scale industrial construction and startup projects.

Work with one of the first large-scale SAF plants in Europe. You will contribute to the construction of DSL-01 in Delfzijl: a plant focused on the production of Sustainable Aviation Fuel and by-products.

You will become part of an experienced team in which your expertise contributes directly to a safe and successful realization of the project.

As an HSE Specialist, you play an important role in the safe preparation of a new chemical process installation for commissioning. You work closely with engineers, project teams, contractors, and future operations colleagues to develop the processes, systems, and safety measures required for a safe startup and operation of DSL-01.

DSL-01 is in the transition from project execution to operational readiness. To enable a safe startup and successful long-term operation, all necessary QHSES processes, procedures, systems, and tools must be developed, implemented, and secured within the organization. In this role, you support the QHSES Manager in realizing this ambition and contribute to compliance with laws and regulations, permit requirements, ISO standards, and internal company standards. In the absence of the QHSES Manager, you take over designated QHSES tasks and oversee compliance with safety regulations, procedures, and legal obligations to ensure a safe working environment.

• QHSES management system & compliance: Supporting the development, implementation, and continuous improvement of the DSL-01 Integrated Management System and contributing to compliance with company standards, laws and regulations, and industry best practices.

• Permits & regulatory compliance: Supporting with environmental permits, permit amendments, compliance monitoring and the management of statutory registers, including REACH-related obligations.

• Risk management & assurance: Supporting process and safety risk analyses, such as HAZID, HAZOP, and RI&E processes, managing risk registers, and supporting audits, inspections, and incident investigations to control risks within an industrial process environment.

• Documentation, training & operational readiness: Drafting, managing, and maintaining procedures, work instructions, training requirements, and other QHSES documentation to prepare the organization for safe and compliant operations.

• Stakeholder & project support: Acting as a connecting link between the corporate QHSES organization and the DSL-01 project team and contributing to certification processes, occupational health programs, and the successful implementation of QHSES initiatives.

In Delfzijl, we are building DSL-01, a SkyNRG plant for renewable fuels. Here, we produce Sustainable Aviation Fuel (SAF) from waste streams such as used fats and oils, using HEFA technology. Additionally, we produce by-products such as butane, propane, and naphtha.

DSL-01 will be the first plant in Europe fully focused on SAF and associated sustainable by-products. Once the plant is operational, we will produce 100,000 tons of SAF and 35,000 tons of by-products annually. With this, we reduce greenhouse gas emissions by approximately 80% compared to fossil kerosene, measured across the entire chain.

Construction started in 2026 and the first production is planned for 2028. The project includes the plant itself, associated pipelines, and temporary work sites. You will contribute directly to the realization of a new industrial plant and the sustainability of aviation.
