The role
Within TDO Networks Mobile Access, you will become part of the Build & Repair department. Mobile Access designs, builds, manages, and optimizes KPN's mobile network, which consists of ~5400 sites. In 2026, an independent test by Umlaut established that KPN has the best mobile network in the world!
The Build & Repair department is responsible for all physical activities on location, including the construction, decommissioning, and repair of sites. The department manages the end-to-end acquisition and construction process, issues assignments to external partners, and manages timely delivery, quality, safety, and costs. In doing so, Build & Repair works closely with, among others, radio planning, engineering, operations, finance, procurement, and contract management to realize a high-quality and future-proof mobile network. With the establishment of Althio in February 2025, an important new partner for Build and Repair has emerged.
Build and Repair consists of 16 employees divided into 3 small teams and a number of specialists.
- Acquisition team: responsible for contracting new sites
- New Build and Specials team: responsible for the engineering and construction of new sites and the modification of existing sites
- Events and Indoor team: responsible for temporary capacity for events and the delivery of indoor solutions.
The specialists deal with finance, functional management of Sitetracker (project progress) and ECM Cloud (documentation management), and quality assurance.
What you'll do
You are responsible for the integrated management of a portfolio of rollout projects in the mobile radio network. You translate network needs into an actionable approach and monitor the progress of acquisition, engineering, construction, integration, acceptance, and handover. You work in an environment where technology, supplier management, finance, and processes converge. You maintain an overview, manage for results, and intervene in a timely manner when performance, risks, or dependencies require it.
You are responsible for, among other things:
- The end-to-end planning, coordination, and management of rollout projects for new build locations, expansions, renovations, upgrades, and demolitions, including identifying bottlenecks and structurally improving processes, governance, handover moments, and information provision.
- The functional and result-oriented management of a small team of demand and project managers, including prioritization of the portfolio, distribution of tasks, coaching, and monitoring of progress and quality.
- Managing scope, planning, quality, safety, budget, risks, and dependencies, with clear reports and decision proposals.
- Managing external rollout partners and monitoring agreed KPIs, service levels, deliverables, and contractual obligations.
- Connecting internal disciplines, including radio planning, engineering, operations, finance, procurement, contract management, and document management.
- Supporting sourcing, contract, and supplier issues and translating contract agreements into daily execution.
- Ensuring correct recording and progress management in the relevant project and documentation systems.
Competencies
- Result-oriented and decisive, with attention to quality and collaboration.
- Coaching leadership: you stimulate ownership and development, provide targeted feedback, and help demand and project managers to achieve results independently.
- Analytically and process-oriented strong, with the ability to switch from detail to management level.
- Communicatively strong, persuasive, and persistent, with the ability to communicate clearly and professionally and report clearly to both operational stakeholders and management.
- Proactive in recognizing risks and opportunities and practical in realizing solutions.
