  • You have an academic level of work and thought, preferably supplemented with an education or extensive experience in project and change management.

  • You have several years of experience managing a planning department in healthcare.

  • You have knowledge of capacity management, scheduling, and planning, preferably within (disability) care. Because of this, you understand how scheduling and capacity processes work and can engage in substantive sparring with professionals about issues, choices, and improvements.

Pay & benefits

What you'll get

  • A position in which you contribute directly to the further development of our planning organization and the way we organize capacity and staffing.

  • A one-year contract of 32-36 hours per week. This position is expected to have a duration of approximately three years: during this period, you will build a solid planning organization and ensure that the new course for staffing is established and works in practice.

  • Salary appropriate to your education and experience, based on the CAO Gehandicaptenzorg (FWG 65) with a salary of max. €7,115.- gross per month based on a 36-hour work week.

  • Holiday allowance of 8%, an end-of-year bonus of 8.33% and an attractive multi-choice system of employment conditions, with which you benefit from tax advantages on the purchase of, among other things, a (lease) bike, sports subscriptions, outings, museum annual pass, and gift vouchers.

  • Plenty of development and career growth opportunities.

The role

Do you enjoy building a planning organization that is ready for the future?

As program manager, you provide direction to the development of the planning organization and to the broader change task regarding capacity and staffing. The first steps in the course for the next three years have been taken, and you will get to work to further shape these. You form a concrete approach, bring focus, and ensure that plans are on paper and actually become visible in practice.

What you'll do

As program manager, you are hierarchically responsible for our planning department. You lead a team of capacity management advisors, staff planners, and administrative employees. In doing so, you work closely with the management team, the capacity & staffing steering group, HR advisors, and the administration, procurement, and control departments. You also maintain relevant external contacts, such as with suppliers of PNIL (non-payroll personnel).

An important part of your assignment is developing and monitoring a new course for staffing, in which PNIL and flexibility are given an important place. In this, you support the management teams of the client groups Adults with Multiple Disabilities (VMB) and Adults & Seniors (V&S) and translate this course into a multi-year program for the planning organization. The capacity management advisors, together with the care team managers, translate the course into practice and maintain oversight of the capacity plans.

You manage based on results and make it clear where we stand. In doing so, you work at the intersection of strategy and practice. You know what is happening within the organization and ensure that decisions are translated into concrete actions and workable solutions. You are therefore not only the one who sets the course, but also the one who ensures that this course is executed and secured.

The planning organization is in full development. That makes this position interesting: not everything is already fixed. You will be given the space to further shape, together with colleagues, the way we organize planning, capacity, and staffing. You investigate what is needed, make choices, set people in motion, and ensure an approach that works.
