The role

We look at what policy does for people and the environment. We measure results, evaluate investments, and advise on the transition to sustainable transport. We work with available data, or retrieve it from research to carry out our analysis. Together with our clients, we create practical and smart solutions for the questions of today and tomorrow.

You will work in our team in Rotterdam. We provide organizations with research and advice in the field of mobility optimization. Think of the deployment of car-sharing and scooter-sharing, bicycles, public transport concessions, and projects that change travel behavior. Our clients are mostly (semi-) government organizations, such as ministries (Infrastructure and Water Management), provinces, municipalities, and transport regions.

You will be part of a team of consultants reporting to the sector leader and responsible for market development, acquisition, project execution, and knowledge development. In your role, you will play a leading role in strengthening and growing our Mobility proposition in the Dutch market.

You work proactively with your clients. You collect market information, lead high-quality proposals (both substantive and commercial), and ensure new interesting assignments. In doing so, you bring not only knowledge but also a warm network within the mobility theme.

What you'll do

Your primary tasks are as follows:

1. Acquisition & account management

You develop our position in the Dutch market and secure new assignments. You build relationships with ministries, municipalities, executive organizations, knowledge institutions, and companies in the private sector. You identify opportunities within, among others, mobility policy and behavioral sciences, sustainable transport, and public transport. You also lead the development of strong proposals and closely follow market developments.

2. Project leadership

You lead strategic projects and monitor quality, planning, and budget. Additionally, you coach colleagues and ensure strong client relationships and high-quality results.

3. Network & partnerships

You strengthen the Dutch ecosystem by building relationships with universities, think tanks, and sector organizations. In this, you develop a pool of external experts.


4. Financial responsibility

You manage a strong pipeline, ensure efficient use of people and resources, and monitor the commercial and financial performance of projects.

Skills & Expertise

  • A master's degree in, for example, Technical Administration, Transport Economics, or a similar field of study;
  • Approximately 10-15 years of relevant experience in an advisory role for the government;
  • Experience with mobility issues in the Dutch market;
  • Demonstrable experience in successful acquisition and business development within the Dutch public or policy market;
  • A strong network within ministries, executive organizations, municipalities, and/or funds;
  • Strong analytical, project management, and leadership skills;
  • Fluent command of the Dutch language and a strategic, entrepreneurial, and result-oriented mindset.
