Technical Manager Construction Projects (IPM)

• Education and experience: a completed HBO or WO degree in a civil engineering or technical direction and at least five years of experience with complex construction or real estate projects.
• Integral role: demonstrable experience as a technical manager, design manager, or in a comparable specialist role, preferably within an IPM team and on the client side.
• Technical basis: broad knowledge of civil engineering, building-related installations, and technical security.
• Contract and quality control: knowledge of integrated contract forms, preferably UAV-GC, system-oriented contract management, systems engineering, and risk-driven quality assurance.
• Initiative and process improvement: you do not wait for fully developed frameworks. Within the project objectives and governance, you create clarity, develop workable agreements and tools together with others, and take ownership of the result.
• Advice and collaboration: you convince based on content, connect project teams, contractors, and internal disciplines, and know when to act independently or escalate. You have excellent command of Dutch and good command of English and work transparently and with integrity.

• A permanent contract with a two-month probationary period, based on 40 hours per week.
• A salary in scale 8: €4276,- to €8443,- per month excluding 8% holiday allowance and excluding 6% year-end bonus.
• A solid pension via ABP: we pay 70% of your premium.
• 43 vacation days per year.

As a Technical Manager within the IPM team, you are responsible for the integral technical and architectural quality of our projects. You manage the technical process, from initiative and project definition to tendering, design, realization, commissioning, delivery, and aftercare. Per project, you determine which technical expertise is required, organize the technical decision-making, and monitor the coherence and interfaces between, among others, civil engineering, installation technology, safety, security, sustainability, and management.

You ensure a clear technical scope, a manageable request for information, and demonstrable quality in design and realization. Within our department, Technical Managers work on two portfolios: offices and warehouses, and datacenters and control centers.

• Technical process: you organize the technical management, coordinate multidisciplinary experts, and monitor coherence, progress, and quality.
• Frameworks and requests: you bring structure where frameworks are still lacking and translate needs and risks into technical project frameworks, functional requirements, request specifications, and acceptance criteria. You provide the technical input for contract strategy, market consultation, and award.
• Integrated contracts and SCB: you provide input for the contract management plan and, together with the contract manager, organize risk-driven assessment via document reviews, expert meetings, audits, and stop-and-attend points.
• Quality assurance: you validate designs and safeguard the requirements for technology, architecture, safety, sustainability, security, and manageability during design, realization, commissioning, and transfer.
• Risks and changes: you analyze information, set priorities, and make the consequences for scope, planning, costs, and compliance transparent, so that the IPM team can make timely and substantiated decisions.
• Development: you actively contribute to uniform working methods, tools, and quality standards, apply these in projects, and refine them based on experiences and lessons learned.

We are looking for an experienced Technical Manager who can set up and manage technical processes. You create overview, organize ownership, and ensure that specialists collectively arrive at timely and integral choices. You do not need to be the subject matter expert in every technical field, but you understand the coherence sufficiently to ask the right questions, recognize risks, and steer decision-making.
