This is what you will do

As a senior consultant resilience and business continuity management (BCM), you will work as a project leader or sub-project leader on strategic and practical issues for ministries, provinces, municipalities, safety regions, healthcare institutions, and other (semi)public organizations. You lead strategic BCM trajectories, translate risk analyses into robust continuity strategies, implement governance structures, and advise on compliance with NIS2, ISO standards, and national frameworks. You map out risks, develop solutions, guide implementations, and advise on cooperation and design. In doing so, you take into account the latest threats, standards, frameworks, laws and regulations (such as the Resilience of Critical Entities Act or the Cybersecurity Act) and technological aspects and risks.

Examples of BCM projects at Berenschot:

  • Improving the operational continuity of a hospital: performing an integral BCM analysis, including the design of supporting functions such as crisis management, security, and privacy, resulting in safeguarding critical care functions such as ICU and ER during IT failure or a cyberattack, with a direct impact on patient safety and operational continuity.

  • Supporting vital processes at a safety region: strengthening the continuity of critical processes based on a vital assessment, VeRA, and BIAs as a basis for a resilient organization.

  • Risk-based strengthening of the resilience of a water board: the development of a risk-based approach for strengthening resilience against hybrid threats, including a vulnerability analysis and the development of an actionable plan of approach in accordance with ISO 22301 and relevant legislation (Wwke/CER).

  • Professionalizing crisis management and BCM at a large executive organization: the further development and professionalization of the BCM organization, including identifying critical processes, formulating measures, and clarifying roles and responsibilities within the organization.

These are your direct colleagues

You will join our Public Administration team, where we work together on complex societal issues in the field of (national) security, digital transformation of public administration, continuity, and governance. We combine

expertise in the administrative, substantive, and technical fields and work closely with other domains such as digital transformation, the security domain, and the social domain.

What you bring

  • A completed MSc, for example in public administration, law, technical administration, or security studies.

  • At least four years of experience in BCM, crisis management, or integral security within the public sector, vital infrastructure, or national security domains. Experience with risk analyses, dependency/impact analyses, RTO/RPO, NIS2, ISO 22301, and supply chain continuity is a plus.

  • Experience with project-based working and leading (sub)projects.

  • Knowledge of or affinity with laws and regulations, standards, and frameworks (such as the Resilience of Critical Entities Act/CER directive, Cybersecurity Act/NIS2 directive, and ISO standards).

  • Knowledge of IT aspects of BCM such as software, hardware, and process design.

  • A commercial and entrepreneurial attitude; you can bind new assignments and clients to yourself.

  • Independence, an analytical eye, and environmental awareness.
